GRAND LIST
Each year, the Listers must prepare the Grand List showing the value of all taxable properties as of April 1st. The first copy must be filed with the Town Clerk on or before June 4th each year. The grievance hearings start 14 days after filing. The final Grand List must be lodged with the Town Clerk by July 25th.
EQUALIZATION STUDY
The results of the 2022 State Equalization Study for Chelsea are as follows:
- CLA (Common Level of Appraisal) —77.77
- COD (Coefficient of Dispersion) —-18.91
USE VALUE APPRAISAL PROGRAM (CURRENT USE)
Chelsea has over 180 parcels in current use. Owners of agricultural or forest land may be eligible to have their land taxed at use value rather than their assessed value by enrolling in this program. At least 25 acres are required for enrollment. However, there are some special criteria for smaller active agricultural acres. Feel free to contact the listers for more information.
HOMESTEAD DECLARATION AND PROPERTY TAX ADJUSTMENT CLAIM (Form HS-122)
By Vermont law, property owners whose homes meet the definition of a Vermont Homestead must file a Homestead Declaration annually by April 1st. This information is used to determine the educational tax rate. In addition, in Vermont to receive a property tax credit you must fill out the second section of the HS 122.
VETERANS EXEMPTION
Veterans who own their own home and declare a Vermont Homestead may be eligible for a property tax exemption. Information can be found on the Vermont Tax Department website. https://tax.vermont.gov
